As it clearly states that adding fuel to the fire always flames up it more and if we pour water on fire, it disappears. Here, fire symbolizes the bad or critical situation or anger of a person and adding fuel is to make that person angrier and create more troubles for him/her with your acts and words.

Would you please stop irritating me with your stupid behavior? You should know that you are doing nothing, but adding fuel to the fire.
