William Shakespeare expressed it in the form, “snug as pig in peas-straws”, but the expression “snug as a bug in a rug” really caught on because of the three perfect rhyming words in it. This phrase was used by writer Benjamin Franklin in 1772 and “bug” referring to any small insect calmly snoozing in a rug or carpet.
