They are protected with the help of a shell and if they sense danger, they move their tail, legs and head inside the shell. In the same manner, sea shells and snails also live very carefully inside their shells. They stay protected and come out of their shell once the danger is gone. This expression tells us that people come out of their imaginary shells, once they overcome their fears.
